Permanent, full-time resident of Carteret County - for at least twelve months prior to the awarding of this Scholarship - who was born in Carteret County and graduated from a Carteret County high school or received a high school equivalency certificate; who is enrolled or will be enrolled full-time in an institution of higher learning.
